Without a comprehensive counterterrorism strategy, Karachi will remain mired in chaos. And the Tehreek-e-Taliban Pakistan would be the main beneficiaries of unprecedented anarchy, graduating from implicit to overt control of Pakistans largest city and, perhaps soon, the entire country.
