External Affairs Minister Sushma Swaraj today expressed concern over the continued captivity of 39 Indian workers in Iraq's Mosul city and Indian sea-farers by pirates in Somalia and said their plight reflects the "searing impact" of regional instability in parts of the Arab world on ordinary Indians.
