Our Delhi correspondent says that Joint Secretaries (PMO) Shatruhan Singh, (coal) AK Bhalla and Krishna are the three IAS officers who are now under the CBI scanner on coal-gate. These three allegedly 'saved'  the PM from the coal-gate report.
