First a disclaimer: I am a very strong well-wisher of the Association of Democratic Reforms (ADR) who successfully petitioned the Chief Information Commissioner to bring political parties under the RTI.  Having said that there, I am not convinced that the CIC order, while well intentioned, is legally valid. Let's look at why.
