Congress loss in 4 states made Lokpal Bill top priority for govt

According to the Lokpal Bill passed by the Rajya Sabha, an official will not be given a hearing at the stage of a preliminary inquiry. This was part of the select committee's unanimous recommendations tabled in Parliament more than a year ago.
