The Union Cabinet hall  looked like a full house on Thursday. Out of 33 Union ministers only two did not turn up -- Veerappa Moily and Ajit Singh.   Senior officials felt that the railway canteen menu, that was ordered for 50 persons was all exhausted because of 99 per cent attendance.
